Quick OOO question

Hey. I'm currently running OOO v1.33, and I've got my endurance trained to 100 but naturally it won't go any higher. Reason I say this is because I saw in a readme of an early version of OOO that a future update (1.3 or later) will include Toaster's Legendary Mastery which works with skills, I guess, but what about attributes? Do I need a separate mod for that or is there some optional file or console command I missed? Any clarification on this would be appreciated. Thanks.
