npc's walking on the spot after player has been teleported or moved by a quest

Hi Everyone,


I hope something can help with problem I'm having in game.


Here's an example player is arrested in Whiterun guard says come with me to pay the fine and remove all stolen items then the player is spawned or moved outside of dragons reach. After this has happened all npc's are walking on the spot as if they have lost navmesh pathing. This is not isolated to that quest it happens every time any quest moves the player to another location , normally i just fast travel to the same spot and this clears the problem which makes me think fast traveling and being moved by a quest use 2 different mechanics .I can teleport fine and even teleport a npc fine.


My creation kit is not being nice to me atm and Ive look through tesedit trying to find what is used when a quest does this so i can check what i have done wrong in my mod list.




I hope this explanation makes sense and that someone has had this problem before and know whats going on or any help would be really appreciated
