Pipboy Screen "Dark" or "Dim", Hard to read

Just getting this out of the way first, I am almost 100% sure this isn't a mod. I disabled all mods in Vortex and ran FALLOUT4.EXE without F4SE and loaded a vanilla save. Issue persisted.

 

 

Symptom: Pipboy screen is very dim and hard to read as if I have sunglasses on or there is a black filter over the screen. Rest of game seems fine, no brightness issues. No difference in symptoms between dark and light rooms

 

Actions Taken:

Let GeForce Experience update to latest driver (no noticeable difference)

Let GeForce Experience set optimized defaults (no noticeable difference)

Used FO4 Launcher to set video to "ultra" settings. (no noticeable difference)

Turned off Ambient Occlusion (no noticeable difference)

Deleted INI files and let fallout regen regenerate them (no noticeable difference)

Used Fallout 4 Tweaker by Bilago to change fPipboyScreenEmitIntensity from 1.25 to 5 (slight difference. Text seems slightly brighter but looks washed out and images are still barely visible)

Did a Steam Integrity Check. No issues found

 

I have looked around on the net but can't seem to find a solution.

Anyone know what is happening and how to fix it?

And... problem solved I guess. Not sure why but I started a new game and now it works fine. There should be no way for that 15min save in V111 to get corrupted but apparently it did.
