The physics and Havok system in games using the Gambryo system has serious issues. Oblivion had the same issue. Collision meshes tend to be too sloppy and big. All objects tend to have this invisible force shield out around them that prevents them from nesting against adjacent objects with a clearance of zero.

 

So in other words, I doubt anyone will ever be able to fix this.
