First of all: 60 FPS indoors, 40 outdoors are perfectly normal for a modded Skyrim. Besides that, 40 FPS should be more than sufficient for fluid gameplay. So IMHO nothing to worry about...

In your mod list, there isn't anything extremely taxing.

- Probably the most performance heavy single mod: Verdant. Depending on your settings, it could cost some 15 FPS or so alone. Try changing the values in its custom ini: Play around with "iMinGrassSize=". The higher the value, the less grass and the better performance. Find your "sweet spot". If that doesn't help or you don't like the results, try a different grass mod: Veydosebrom ( https://www.nexusmods.com/skyrimspecialedition/mods/10543 ) and "Viscous Foliage" ( https://www.nexusmods.com/skyrimspecialedition/mods/13686 ) both offer more grass for less FPS cost in comparison to "Verdant". OFC it depends on you, if you like the somewhat different style...

- Flora and tree mods (SFO, 3D trees, 3D Landscapes) will eat some FPS. AFAIK, you're also using an incompatible combination. SFO and 3D Trees are mutually exclusive. Maybe try only one?

- Immersive Citizens and Open Cities might lower your FPS in cities, but cities usually aren't too big of a problem anyway.

- What texture replacers do you use? Having everything in 2K will also cost FPS... So may many NPCs with nice custom hair from KSHAirdos or other hair mods.

- ENB is also a factor. Depending on the preset it can cost from almost nothing to 20 FPS...

Two things I noticed (but which probably are not FPS-related):

- You don't need the single "Bijin" esps, if you got "BijinAiO" installed. It replaces the three single files, so you could disable or even delete them.

- "Realistic Water Two" is very high in your load order. Recommendation is to put it last or at least near the end of your load order. If it works this way, okay. If you get water issues, put it at the end of your load order.

Apart from that, you might try tweaking your ini files. I'd suggest using "BethINI" ( https://www.nexusmods.com/skyrimspecialedition/mods/4875 ) for this.

Also try "SSE engine fixes" ( https://www.nexusmods.com/skyrimspecialedition/mods/17230 ). Apart from increasing the overall stability of the game, it may help to squeeze some more FPS. But again: Your numbers basically are exactly what is to be expected with your setup.

Thank you!

55/60 mostly by changing grass mod. Also any idea on how to put Water mod last? Just drag down?

Thank you in advance

Glad it helped. ^^

As for moving plugins in your loadorder: Depends on your mod manager. If you CAN drag files down, do that. An even better solution would be to use LOOT:

https://www.nexusmods.com/skyrimspecialedition/mods/1918

It's a tool, that automatically sorts your load order. Using it is generally recommended. It is not perfect and in some cases you might have to adjust the result it gives you manually, but overall it's a great and very helpful program. LOOT will definitely put "Realsitic Water Two" in the right position.
