I though these mods changed only changed the weather and soundtrack respectively, but if I try to run my save without them, I get the "this save relies on content that is no longer present" message. So should be more or less safe. Just keep in mind that uninstalling a mod always carries a risk. So better safe more than once and test test test your game after uninstalling.
