When I had an 4 core the usage was round 24%.With your 8 core, if you go over 1/8th CPU usage you will start to lose frame rate. Your CPUs strength is in its cores but Skyrim will not take advantage of themIt is an IPC(instructions per cycle) game. I recommend that you upgrade your CPU to a Ryren 5 2600x. The reason for the x version is because there is a 50% chance that your modded Skyrim will not like to be overclocked. So out of the box high IPC is important. Going with a more powerful CPU will not affect average frame rate but will make the lows in the game less severe. Your graphic card is fine for now. Skyrim SE uses a lot of vram. I use 5.6gbs average, mixing to 7.1. The hit your taking with not enough vram is not that big compared to your CPU hit. I have found that the biggest performance hit in the game is caused by NPCs.
