Settlers turning into literal synths

So I've run into a bit of an odd bug over the past day in that some of the settlers in one of my settlements are appearing to have a synth body loading in over their regular body, see below:

 

 

At the moment, this is affecting three settlers in a settlement of about ten people. Curiously enough, it seems to be progressing for unknown reasons. At first only one settler was exhibiting this bug, but now the count is up to three.

 

So far I've tried:

 

Killing and resurrecting the NPC

Disabling and re-enabling the NPC

Unequpping everything from the NPC

Recycleactor

Archive Invalidation

Using LOOT to optimize my mod load order

Turning off every mod I have running

 

And so far I've had no success and can't even be sure that its a mod issue at all. Included for your perusal is my current load order:
