Perks that halve magicka costs for spells seem to "deactivate" after a while...

So my skyrim seems to have a weird Hiccup. If I play a magic character with these mods installed, a while after taking a cost reduction perk for a specific school, the effect disappears. I still have the perk, but the spell costs reset back to not being halved anymore.

 

Saving and then restarting Skyrim seems to temporarily fix the issue, as does removing and readding the perk through console, but I would much rather see the issue resolved completely, as this makes a full-mage pretty much unplayable with the amount of save-restarting I have to do to keep it fixed... Anyone have any idea what might be causing this? My first hunch was the Full Magic Scaling mod, but I've tried uninstalling that and then making a new save and playing around as a mage for a bit and the bug still occurs, so it seems to be unrelated... Same with Simple Magic Rebalance. The bug seems to occur more often the longer I have played on that character, so it might be a haywire script?

 

I've noticed that the bug seems to occur simultaneously with another bug very consistently. Sometimes, my character's equipped items and spells become "inactive". They still show: When I draw weapons, the spells/weapon will be in the hand, but the hand will act like it's in fist mode, and I can punch people with my lightning hands (If I had lightning spells in my hands, as an example). Cool as that looks, this bug is only a minor annoyance, as re-equipping the items fixes it pretty quickly, but it seems to be in direct correlation with the magicka cost reduction disappearing...
