The ini file of the game seems to be lost. Both NMM and FNVedit can't find this file. I didn't have this problem with Skyrim, so it's weird '-' I bought the game on Steam, and I don't have any DLC. But you may want to also see the 'Game INI files' entry in the 'First Timer Advice' section of the wiki "FNV General Mod Use Advice" article, which covers where they are located.
