Algabar
The image looks like DOF gone crazy. If it only occurs with ENB installed, there are probably remnants of a previously installed ENB preset in your game folder. Reinstalling the game won't help in this case, since this wouldn't touch any files not installed by Skyrim SE - among them ENB-files. I'd recommend "ENB and Reshade Manager":https://www.nexusmods.com/skyrimspecialedition/mods/4143 It's a wonderful tool for installing ENB and ReShade presets. And it can also be used to clean up leftovers from previously installed enbs. Simply start the program, select "SKyrim SE" and hit the "Remove" button. This should get you rid of anything that might be left from a former ENB install.

maximumuseful
I know this issure with SkyrimSE Re-Engaged V5.0a or higher and in combination with a low framerate less then 10 fpsIt appeared when i switches form Re-engage ENB V4. .. to V5... Pls let me know your framerate! Guess you want to use this settings only with a high resolution and low fps for screen shoots and not for gaming,If so, there is my workaround: Install the latest ENB for example C. Skyrim Re-Engaged ENB for Vivid V6.3you can choose the quality, normal, or whatever. Then you must have the old version of SkyrimSE Re-Engaged V4.3.2a (ENB Only) got to the folder 3. Optional DOF Strengths (Install 3rd if want) and copy the enbdepthoffield.fx and enbdepthoffield.fx.inifrom this version to your enbseries folder. The background is still flickering if you move, but you will be able to make screenshots with a nice background.
