Wandering Settlers and NPC's

Recently in my new game, My Settlers and NPC wander out of the Settlement:

 

• the Abernathy's are not that farm
• Sturges is at the Abernathy's farm.
• Preston was at Station Olivia before I got there (to the get to oberland station I go around everything which takes me to Station Olivia. It's my First mission, by the way) and he then disappears and goes to the Salem Museum before I can turn in the FIRST MISSION.
• No one is at Sanctuary, all the KEY Npc's have left.

I am using "Clean and Simple - Settlement Startup" but I have noticed that some of the Green Borders or as I called them "fences" are not there. I am wondering if:

• anyone has had the same issue.
• what was the solution(s).
