Perk Conditions Help

I want a perk that modifies a value only after a certain fire and forget(Self) spell is cast.

After the effects of this spell wear off, the modified value should return to normal.

 

For example: Casting Muffle increases illusion spell magnitude. When the effects of muffle wear off, illusion spell magnitude returns to normal.

 

 

How would I go about doing this using perk conditions? I'd like to avoid modifying individual spells if possible.
