The legion is little more than a tribe of raiders with an over-educated chieftain, NCR is rapidly sliding down the same political hole that lead to the Fallout world descending into nuclear war and House is mistaken in thinking anything like Ayn Rand's outlook is a good idea... In the end; however, I'd choose NCR. As Winston Churchill said "Democracy is the worst form of government, apart from all the other ones that have been tried.", a sentiment I can very much agree with.
