Always CTD on traveling to Solstheim for the first time

I've been playing this playthrough for awhile and completed both the main and dawnguard questline so there's not much left to do but dragonborn but trying to go there on the ship after convincing the captain to bring me there for the first time causes the game to CTD half a second after the loading screen starts.

 

comp is a laptop

Processor:intel ® core i5-6200u cpu @ 2.30ghz 2.40ghz

RAM:8.00GB (7.88GB usable)

system type:64-bit op system, x64-based processor

 

skyrim is installed in the normal place steam installs games, using NMM, Loot, wyne bash, SKSE, and i could use TES5Edit to clean the DLCs and other mods if needed
