Need help forcing a quest to start

[Ultraoopsy]

I was going the mage quests and just finished Under Saarthal. Normally right after turning this quest in the game starts the next quest Hitting the Books, but it didn't. I think I narrowed down what caused this to happen, but I had already saved my game and don't have any older quicksaves to go back to. I know the console commands can be used to start or finish quests, I just haven't had any luck trying to figure it out and though I should seek help. I'm pretty sure I can get the quest chain going again if I can just get this quest started.
