High usage of the cpu during startup.

Once while the skyrim se exe use up to 73% of the cpu than later it doesn't could be cause by anti virus software or a mod with a dll file?

You I think this happen when you haven't play skyrim in while because close it and open it again it goes back to normal

Well that depends on multiple variables:

 

• What mods you are using
• How many mods you are using
• How beefy your pc is
• What's running in the background

Generally you can say: the more mods you use the more system resources are required. For me: I never see my overall cpu usage go above ~25% when play skyrim. On start up mostly your disk is busy but - I think - if you have more archive and less loose files you cpu is busy unpacking the archive (I'm not 100% certain on this).
