MGSV mod teams and how mod-able is the game?

I've been wondering how modifiable is the game? I've seen fallout and skyrim mods teams that pull off from whole new quest sequences to events, unique NPCs, unique whole islands and levels... but is MGSV limited as far as modding goes?

 

I've tried to do some research on youtube and did find a couple side-ops mods for MGSV, but they look very close to what is already in the MGSV game. The enemies, levels, buildings, are all assets that are already in MGSV originally. So I kind of wonder if you could modify the game to extend it in epic ways, like skyrim and fallout mod teams do? (like insert new content)

 

The reason I ask is because I'm a concept artist in the videogames industry (the guy who draws and illustrates new enemies, environments, story beats, etc), I finished MGSV in my free time and naturally, I really want to draw MGSV, as I already draw plenty in my free time anyway.
