The in-game location actually even has a blank plaque where it could (should) go, that's close enough in size to just cram it in there.

 

There's even a character named Glory--I'm amazed this never made it into the game!

That likely is (or was supposed to be) the memorial but Beth decided for reasons unknown, not to include it.
