Whiterun NPC quest dialogue not showing up

I just started a new game with Alternate Start and selected to start in Whiterun. Now whenever I speak to several NPCs who give you miscellaneous quests, the option to get the quest won't appear. The following quests cannot be started because of this.

 

Amren's Family Sword quest

Ysolda's mammoth tusk quest

Carlotta Valentia's Mikael quest

I have also noticed that other dialogue options that are not quest-related are not appearing as well. For example the "Why sell your goods in Skyrim?" option with Ri'saad outside Whiterun. So far I've only been in and around Whiterun so I cannot tell about NPCs in other areas. But I remember when in another playthrough I was in Solitude and Noster Eagle-Eye's "What's your story, old man?" option to start the quest to retrieve his helmet didn't show up. It was the only time it had happened to me until this playthrough.

Is something wrong with my load order or is any mod causing this?

BTW, I've tried starting the quests with console commands and it didn't work so I want to know what's causing this so I don't have to use cheats to solve it.

I certainly hope that is not your actual load order. If it is I would run LOOT on it, it may not fix your problem but could save you problems down the road.

 

I would not use console commands on quests unless you know what you are doing. You are more likely to break the quest than you are to advance it. The only console commands you should use are those suggested by uesp.wiki.

Same here on legendary edition. It started with Lucan Valerius (golden claw no option dialogue and dead arvel no golden claw on corpses) and now i can see that i have also problems with Whiterun quests (so far Ysolda, Carlotta, confirmed didn't check for others). My mods list is much longer (240 plugins). These are mods that are also present on my list:

Newly added are only present in my current playthrough and in which these problems started to occur.

I'm using all patches that i could find MO2, Loot, xEdit (know your enemy, challenging spell learning), bash, tes5edit (merged patch), ASIS, also my own created patches for example skyrim beautiful followers and imperious, and stability guide with ENBoost without visual effects.
