Problems with shouting

I am doing the Way of the Voice quest line, and am having a bug that I've never seen before. I have just learned "Ro", and when I attempt to use the shout on the targets, I am able to hit one target, then for any additional attempts, the audio for the shout cuts off after "Fus", and there is no shout effect. Instead a message pops up on screen telling me that "powers can only be used once a day". I am running heavy on mods, and suspect they may be causing the issue. I began troubleshooting by disabling all of the mods that I know have an effect on Shouts, or modify blessings, but to no effect. My mods load order is below. I also have (but are currently uninstalled) Ace BYOG, AFT, Divines Overhaul, Extended Character Creations Options, Individual Shout Cooldowns, Infused Equipment - Abilities and Framework, Paladin of the Divines, and True Blessings.

I used Loot, SSEEdit, and Wrye Bash to make sure there are no conflicts/dirty mods, and everything is coming up clean and conflict free. The Bashed Patch merged in all of the unordered esps, except for a couple that I needed to disable manually, as they were conflicting with esps in the same mod install package.

I have the same problem, i restarted 3 times a new game and always the same problem, not "roh" after the "fush", I tried with only 60 mods, moved xpmsse at botom of the 2 lists : mod list and esp list in MO2. And i finally find the problem, just press more time the key for shouting, cause the shout is more long XD.
