Crash on "New Game"

Hello, a while back I purchased the GOTY Edition of Fallout 3 from Steam, and it ran fine. About 2 months later, using the same laptop, I decided to reinstall the game. This time I was prompted with the infamous black screen. Whenever I start a new game, it will just crash right away. Like I said before, it has run fine in the past on the same machine. I have tried every trick in the book, including the various Fallout.ini fixes. None of them seemed to work. I have tried launching the game via FOSE to see if GFWL was the problem, still no luck. Even with no mods installed, the game still crashes at the start of a new game.

Windows 7 Home Premium

6.1.7600 Build 7600

ASUSTeK G73Jw x64-based PC

Intel® Core i7 CPU w/ 1.73GHz

Running a NVIDIA GeForce GTX 460M

8GB Total Memory

I couldn't edit the post for some reason... but I can't seem to find anyone else with the issue, even after countless hours on Google. All of the other fixes with the GOTY edition just don't seem to work. Is there any unofficial patch that would fix this problem?
