Character walking / running too fast

Hello,

 

today I encountered a weird technical Issue, where my character would, once walking over certain sharp edges, run faster than normally, playing the running animation too fast as well, while everything else is unaffected, and FPS is 60 or below. When walking, it would look like a slow motion running animation, and I can get rid of it, by just loading an older save, yet, I encounter it in several spots in the game. It worked fine before. I'd appreciate your help very much.

Just a wild guess (I've never noticed the walking thing, but then again I rarely walk), but I sometimes get faster than usual running after swimming. I think it's the Wasteland Survival Guide swim speed perk bugging out. Usually jumping back into the water and out again cures it. But if it didn't happen to you right after swimming I guess that's not it.
