Leveling Up as soon as the game starts

This isn't a huge deal but it's kind of annoying, and I posed a thread about this on Steam but got no responses. As soon as a I start a new game (tested on two characters) and am able to access the character menu, I am immediately able to level up to level 2. None of my skills are higher than the default starting skills for a Nord. This didn't happen before, when I started the game with no mods, or even just when I had less mods, so I'm guessing it has to be a mod that I've downloaded recently, or a conflict between mods. However the only mod I can think of that might even cause something like this and that I've downloaded recently would be EFF, but I still don't even see why that would cause this issue.

Hmm, dont know what may cause that,, have you tryed unchecking all combat related plugins???
