Is there a pure magic user follower?

There are a few, though they're kind of annoying to use (including difficulty to get to wear upgrades that don't include armor).

Erandur at Dawnstar/Nightcaller Temple, J'zargo, Brelyna and Onmund at the College of Winterhold, and there's a few more scattered over Skyrim - but those are some of the easiest to get since they're near a major hold. Erandur's probably the single easiest and is one of the more interesting ones, to boot. Ultimate Follower Overhaul allows you to teach followers new spells, though be warned that custom spells from player mods won't work terribly well with that. (One reason why mine doesn't use the standard teaching system - harder to mix that up.)

...He wears simple monk's robes and your first thought is "this man looks like he should be going Conan on some fools?"

Erandur is talented in Restoration and Destruction.

IIRC the stock Erandur carried a glass or elven mace in my game.

He does, but still. Mer in a monk's habit with a one-handed mace. Not the first thing that makes me think "Hulk Smash!"

He even casts Destruction spells extensively during the quest you have to do before he gives you the option to use him as a follower.
