SSE Hamon Mod - Jojos Bizarre Adventure

So I wanted to start getting into modding so I figured I would try to make a somewhat simple spell based on Hamon from JJBA. If you dont know, Its the only way to kill undead in the series. I was wondering if its possible to create a spell that when charged will raise damage you deal against undead for a period of time? This is the first mod I've tried working on for Skyrim altogether so I'm just hoping for some helpful feedback or advice of how I could go about accomplishing this.

there is a stat in certain gauntlets that boosts fist damage, and lightning effect is different though noise effects could be used for a healing spell which other mods have done
