Blueprinting RTS New Vegas Style

There once was a mod called RTS- Real Time Settler in New Vegas. You could build settlements in New Vegas. The way you got build objects is, you would travel the wastes and when you found something you liked, say, an airplane at the airfield or a fire truck, you would enter blueprint mode, highlight the object and make a blueprint of it. When you got back to your settlement, if you had the needed bits and parts, you could then make said object and it would be a physical part of your settlement.

 

This game simply begs for that kind of mod. Im actually very surprised this has not happened yet. Anyone up for the challenge or has it been done and failed....?
