Spawn a group of npcs in a specific area and Position

Hey modders of skyrim! I'm a newbie when it comes to skryim modding, but I did have this, sort of, simple idea, first I'd need to spawn a couple of npcs in the area where a dragon attack happens, I guess when the player first hits the dragon the mod can roll in and get a area near the player to spawn the npcs, which should just stay there and do some Animations. Would it be possible?
