As for "hotkeys", some are defined under the "[Controls]" section of the three INI files. They need the 'DirectX scancode' values. Note that while you can re-assign the "Ammo Swap" key to something else, the game will not recognize the keyboard number "2" scancode for any other purpose. This appears to be hard-coded into the engine.

But some mods assign their own "hotkeys". They may use their own INI file, or may allow changing by way of the "Mod Configuation Menu (MCM)" in-game "pause" menu.

The '[Audio]' section of the INI files contains the audio levels.

 

It is possible for the game to use some internal variables (e.g. GMSTs) to hold values which are not saved in the INI files, but do get preserved in the game "save files".
