LE Skyrim Race Mod Request

I'm looking for a modder to mod the Skyrim interface during character creation. I have always wanted to use half-breed races in an Elder Scrolls game, much like Mankar Camoran (Half Altmer-Half Bosmer) or Jagar Tharn (Half Breton-Half Dunmer). I had an idea for the interface but I don't have the skill to implement it. All one would have to do is add a slider on the gender/preset selection screen that says, "Breed" or something like that and the first notch would be, for example, Nord. Then the second notch would say Altmer then Bosmer, Breton, Dunmer, and so on. The skin color slider would have to be expanded a bit so a Nord/Dunmer would be sort of ashen colored or an Imperial /Altmer would be... jaundiced or something. The racial skills and abilities could be be halved or something. So a Dunmer/Nord would have a 25% resistance to frost and fire. Not sure how a Breton/Altmer could work with magicka resistance and magicka weakness. That could be up to the modder to do howe he/she wishes. Well, that's just my idea and I would be extremely happy if someone could make this mod. The reason, by the way, is because my character in Skyrim is sort of supposed to be descended from my Morrowind character but I can't make a Nord/Dunmer except in my imagination.
