Dragonborn DLC Bugs.

I am having several problems with the Dragonborn DLC. None of the npcs in Raven Rock have dialogue for their quests except for The Final Descent and March of the Dead. If I do the Temple of Miraak quest Miraak is bugged when I read the Black Book. He never turns around and the dragon never lands. I can use the console to advance the quest but I have to use the console to force start the Fate of the Skaal quest. After the Path of Knowledge quest starts Frea loses all dialogue options. Completing The Final Descent and March of the Dead and cleansing the stone near Raven Rock does not enable the missing quest dialogue. Additionally, Talvas Fathryon and Varona Nelas are not outside when I first approach Tel Mithryn. Varona has no dialogue options and never leaves causing Reluctant Steward to never start. The door to the alchemist is always locked as well. I am playing the Legendary Edition not the SE and this is my mod list.
