How to make a *good* dragon flying mod?

So are we all in agreement that Dragonborn's bend will/dragon riding aspect is underwhelming? For several days, I've been looking for a way to replace it.

 

 

 

I've browsed the various mods that exist for dragon flying, and each one has its own problems. Ronghale's Command dragon mod looks almost like what dragon riding probably should have been like from the start, but is quite buggy, hasn't been updated since 2013, and has no SE port. GG77's Fully Flying Dragons seems to work, but it doesn't work with vanilla dragons you use Bend Will on, only the summon-able dragons the mod adds. Not to mention, the dragons in that mod control about the same way as a horse with TCL off.

 

 

 

Basically, I love the way that dragons fly in vanilla, but hate how they can't move from their current cell without a loading screen. I don't think free-flying dragons is a good option either, so I have a proposition. How about, when you begin riding the dragon, it will fly in a circle in its current location like it normally would, but then, you direct it to fly into a different cell either by using the map, or movement keys. It would fly in a straight line across the map to the new location. Nothing else would load during its flight, so as to not put strain on the engine. When the dragon reaches the new destination, then it would again fly in a circle as if you had fast traveled there the vanilla way. Then, the cell would load its npc/enemies, ect.

 

I am totally inexperienced at modding, so I don't know how to make a mod like this, or even if its possible. Could I get some modding expert's opinion on this idea? Is such a thing possible? What would I need to change or add to make this happen?
