Why is Danse still on the Prydwen?

I recently completed the quest in which I convince Maxson to let Danse live. I did not recruit him afterward. The next time I'm on the Prydwen, though, a couple of missions later, he's there in X01 PA in a blaze of lasers, BoS NPC's dead everywhere. What's going on? I can't have a convo with Ingram because she stops to shoot at Danse.

Still don't know why he's there instead of at his new base, but here's how I got around it in order to talk to Ingram:

 

1. TGM
2. Wait for Danse to go down
3. Point cursor at Danse at hit key for AFT (3 by default)
4. Have him follow you (you will be temporary enemies of the BoS, hence TGM)
5. Go outside on the Prydwen and jump off (another reason for TGM, you need to get away to fast travel)
6. Fast travel to a settlement
7. Dismiss Danse to settlement
8. Return to Prydwen
