You have to inspect the deaths and find out that there is a substance in the Potomac that causes these things. After reporting this, the infected people are destroyed by an Alien+Enclave assault. You must employ Riley's Rangers and The Outcasts to aid you in the multiple battles occurring at set locations. At the end, if you could bring back Frank Horrigan to be the final boss behind it all.
