Landscaping Area Around Azura Shrine?

I want to build a temple inside the Shrine of Azura but I want the area around the temple to stay the same until the after the player has completed the main Azura quest. This would only become available if the player help Azura retrieve her star. The temple is not a problem its leveling out the area removing snow drifts and damping down the mounds near the temple. The Cosmetic stuff won't be changed until you've either accepted the "Azura's Temple Reborne" Quest" from Aranea or Azura.

There are a few other things to add before things are started but the not a problem either.

 

Any suggestions would be much appreciated.
