No Race Data in Creation Kit

I'm doing the official Quest Creation walkthrough, and get stuck on this page very early in: http://www.creationkit.com/Bethesda_Tutorial_Creating_an_Actor

When I go to create the Bendu Actor, I don't have any options available in the Race dropdown. It's completely blank. I also don't have any options available in the Outfits dropdown in the Inventory tab, so that might be related.

I haven't changed any directories/locations with any of my files, everything is set up as default from a clean Steam download of both Skyrim and the Creation Kit.

If anyone could help out with this I'd really appreciate it! I bought a second copy of Skyrim (originally played on Xbox) just to teach myself to mod, and it'd be a real bummer if I couldn't get past this. :\ Haven't been able to find any answers from normal Google searches.

Thanks!

When the editor starts up for the first time, there will be no data loaded. You'll probably want to use the Skyrim.esm and Update.esm files as your plugin's master files, so you should load them first. (The plugin that you're creating will not overwrite the master files.) To get started, navigate to Files>Data from the main toolbar. Y Double-click the Skyrim.esm master file for loading, then double click the Update.esm master file. They should each have an "X" in the box on the left. Then click OK. Skyrim.esm will take some time to load. Be patient, as this process can take a minute or two, depending on your hardware. I got this from the Creation Kit Wiki.
