Can't Fast Travel

just as the topic says i cannot fast travel; well i can but only once per new game.

 

normally i just walk everywhere but i want to fast travel and i don't have the patience

 

here's the mods/load order they are in.

 

P.S: i need a proper load order, the game is on a computer without internet =/
