Random keyboard lag

Hey guys! Long time skyrim player/modding enthusiast here, having some minor problems with my game. First let me set the scene. I have Skyrim LE w/ USLEP and many mods installed. I use MO and ENB and have taken great care to make sure everything is in the correct install/load order. I use many texture packs, but my computer still does not sweat when running this game.

 

So the problem I am getting is random keyboard input lags. I notice it first because my character will randomly stop walking, initially making me spam WASD to true to get unstuck. These keys may or may not work, or they may come in delayed 2-3 seconds, or they will maybe halfway work for a second. Pressing 'i' or 'Esc' will maybe work, but I usually have to spam it and eventually it will popup (and then go away cause Im spamming the button and close it again :s). This doesnt happen all the time, or even a majority of the time. It will maybe happen once an hour. The fix for me is easy. Spam 'Esc', save, close game and reload. This fixes the problem most of the time. The mouse never lags. The game doesnt lag, as everything is still moving like normal around me. Today, it has happened to me twice, both in combat with 5+ enemies, however I kinda think this is unrelated as it will happen elsewhere too. I notice it more often in cities than the middle of nowhere, so maybe it is related to number of actors....

I am not sure what to do, as the problem randomly occurs and I cannot even get it to repeat itself. I had this problem earlier, so I reloaded a save that happened right before it, and I ended up having the problem again! I disabled all mods, tried, and had no issues, so I was ready to start disabling/enabling mods to figure out which one it is. I enabled all mods, tried the save one more time, and had no issues :s

 

Any ideas what could possibly be causing this, or how I could troubleshoot it? Very odd random behavior here....

Did you ever figure it out?

I have been getting the same issue for a week now. It's making the game unplayable.

I think I saw somehow to try to use the LOOT to improve load order. I just downloaded and installed and I will try that now.
