fomm does not start whatsoever

Hey there Nexus.

I've used fomm for both Fallout 3 and New Vegas with no issues over the years. In the last few months I've put in a new HDD and a new graphics card. My C:/ drive is actually an external USB drive, and my O.S is installed on E:/, and my main games/other large install files are on F:/. E and F are partitions of the same hard drive. I am running Windows XP SP3 32 bit.

I reinstalled New Vegas into F:\Bethesda Softworks\Fallout New Vegas, patched it, and ran the same fomm installer I had used before. Everything installed, and as soon as I clicked on fomm it gave me 'fomm has encountered a problem and needs to close'. I am unable to get to any segment of the program. Reinstalling fomm, downloading the last updated version of fomm, reinstalling New Vegas, and changing the directory folder for both fomm and New Vegas, yield the exact same result. I am using fully patched and fresh .net framework.

I have researched this for over four hours straight and I have been unable to come to a conclusion as to why the fallout mod manager refuses to work. Attempting to use the Nexus Mod Manager yields the exact same result- no matter where installed, which version, or how fresh the New Vegas or Mod Manager install is, any attempt to use the mod manager results in an instant windows error.

Once again, my .net framework is up to date- and I have never encountered this issue before even when using the exact same software versions that worked previously.

Thanks for your time.

Why is it not installed in the steam folder?

Because I am using a physical copy and not a digital distributed one.

Yea but the physical copies require Steam to install

I mean, correct me if I'm wrong...

My copy of FO3 nor NV prompted me to install into steam common folders- something I attempt to avoid at any possible turn when dealing with purchased hard copies anyways.

Anyone capable of helping me solve this error?

I'll also add that my .net framework is 4.0, is 4.0 incompatible with fomm due to its age? I understand that instant crashes when trying to start it may be attributed to not having 2.0 installed.

Will fomm work with .net framework 4.0?
