Witcher 3 not upscaling resolution properly

Well i used to play 1440x900 upscaled to 1920x1080. It allows me to keep high settings (even AA at max) while having 1080p (kind of 1080p).
Nothing changed except it refuses to upscale to 1080p, it adds black bars at the top and the bottom if the screen and never upscaling to the whole display like it used to.
Tried GPU scaling in full panel mode (i have a RX 460 2gb GPU) but it doesn't even limit the resolutions it supports.
It used to limit the resolutions to native 1080, 720, and lower ones and i changed the game settings to make the game run at 1440x900 so it upscales to 1080p, but no longer works.
Is there any mod or known fix to make it upscale properly? Thank you!
