Enchant ontouch/ontarget from Jewelry

OK first off I'm sorry ahead of time if some one has made this before but I have yet to find the mod. In Morrowind I played a Sorcerer and loved to enchant items. One of my favorite enchants was to put a damage on target or on touch on a piece of jewelry and use that as my main damage spell VS enemies. But in Oblivion enchantment on jewelry or armour is constant effect only and ruins the whole talisman mage game play style. Can a mod be made to bring back on touch or on target spells for jewelry or armour like in morrowind. This would be a perfect mod to go along with the recharge over time mod for enchantments. Thanks ahead of time.

Unfortunately it's all hard coded to work like that. Even if you hex edit the mod and change the enchantment type, in game it will still be forced to be a constant effect, cast on self. This is true for weapons as well, you cannot have a constant effect enchantment on the actual weapon. And as with weapons, the only workaround involved scripting. In this case, the item would have to have a script on it which adds a spell to the player when the item is worn, and removes the spell when the item is removed. Keep in mind that scripted spell effects don't work with constant enchantments, so the script would have to be on the actual item. This also means that you can't really do anything like this within the game*, but would have to setup everything within the CS.

*Although OBSE has some functions which may allow for this, their usage may not be relaible. Essentially, you'd need to attach a script to an item, make the item call a spellcrafting menu, let the player create a spell, figure out which spell was created, record its ID on the ring, and remove the spell from the player. The problem is that the ID which is recorded on the ring may get cleared when the game gets reloaded, or the spell itself may become flagged as being no longer valid, and removed from the game if the player doesn't have it in their spellbook.
