better scrap mod request

so looking throughout all of the scrap mods I have noticed one common issue and that is they do one of two things allow you to scrap way too much or scrap to little. so I was thinking someone could use something like a holotape to set what can be scrapped so for example toggle roads which would then let you scrap the roads but then toggling it again turns off the ability to scrap them. or it can be a simple holotape with predetermined scrapped items that you just then click on that and it will run code to disable them and give you items based on that.
