Edit: This user does not seem to understand what "Circumventing ban" means. If you are banned, and you make a new account and continue to use the site on a new account, that's called "Circumventing a ban". You were banned, which means you broke our rules (in this case, making multiple accounts to comment on and endorse your own mods, a particularly egregious offence) and that we no longer wish for you to use the site. In making a new account, you have circumvented the ban. Hopefully that clarifies things for you.
