Enemies Stop attacking

I've been battling this weird problem for a few nights now.

When I'm roaming around, I'll come across bandits, powdergangers, convicts, etc. People with guns. At first they'll shoot at me, as expected.

But after a few seconds, they will approach me and stand completely still (or if they are within melee range, will back up about a dozen yards, and then crouch down and stare at me). They're still hostile, but they don't

fight back, and say nothing.

I don't have any mods that edit AI functionality.

 

At first, I thought "maybe those new mods overloaded the system and the AI suffers." So I removed the BIG game-altering mods, like weatherchanging mods, player made expansions, etc.

Reload the game, and approach the same bandit camp. Same thing happens.

I unloaded mods that add new weaponry, figuring maybe the problem is they have guns that aren't working with their AI (sometimes they appear not holding any guns, but looking like they are).

Still nothing.

 

Finally, I got fed up and uninstalled FNV, deleted any remaining content on my harddrive related to the game, and reinstalled it fresh from steam.

I began downloading mods again, without some of the mods that I was suspicious of. Load game, play. Rush to bandit camp. They stand still and stare at me, crouching down.

So, I have cleared my cache and verified local content integrity. I don't have any AI mods, I have reduced my mod load to see if it helped (it didn't) and I am now stuck.

I've seen a few people online who had this problem, but there were no solutions suggested. Can anyone help? Here's my mod readout.

The mods in Bold were mods I had instaled before this problem ever occured (before I went mod hunting a few days ago).

I'm afraid I can't be of much help, but just a question:

After re-installing the game, did you use your old saves, or does the issue persists even when you start a new game?

This continues even when starting completely new games.

I've uninstalled all Mod content, created a new character, and played through. The enemies had no problem shooting me then, so it's definitely something with the mods.

What I don't understand is what's causing it. To my knowledge, none of these affect AI, or gun textures or anything. I'm in the process of testing out one mod at a time, to see if there's any one in particular, but it's a slow process thanks to Doc Mitchell.

Those are all they symptoms of a mod that has a script that adds tokens to actors as you enter cells, or changes their inventory as you load into a cell - their inventory can get glitched to the point where they can't equip a weapon. I've seen this in FO3 and in FNV.

You, sir, are a gentleman and a scholar. This allowed me to identify the mod that was causing the trouble. It seems Lutana's Headgear mod adds tokens. I've taken it off and things have been smooth.
