Respawn-flagged NPCs not respawning

title describes my problem: i have set a number of powerful NPCs (most of the dragon priests) to respawn, so that i can enjoy the super-difficult fights they present with real bosses and high level enemies,

 

i made a patch for those two mods so they play nice. i manually resolved conflicts for the dragon priests. i flagged the ones i wanted as respawn. i checked with xEdit for conflict loss, and nothing is over-riding. i made a bashed patch. i have all cells respawn, and set the respawn rate for cleared cells to 10 days via wryebash.

 

i enter a nordic ruin which i know to have contained a dragon priest which i have set to respawn - Otar the Mad or Vokun usually. their dungeons have reset, but the priests are nowhere to be found. also tried with Krosis, because he doesnt have a dungeon, poor guy. he also does not appear.

 

in each case, i have already killed the dragon priest, and did so before i set them to respawn. are they forever gone in this playthough then? is there something i need to set that i havent? will i maybe be able to get them back if i force-spawn them with console? will they maybe start respawning thereafter?

UPDATE:

 

i tried typing this before, in detail, but it was obliterated and never posted. this time i will be more concise,

 

im trying a strategy of PRID (npc's refid), recycleactor. i have tried this on a total of 6 dragon priests - the 6 i have killed. it works on exactly half of them. for the other half, their refids (as found on UESP) just dont work. invalid object or some such error.

 

if i use player.placeatme (baseid) for the dragon priest in question - Vokun, Volsung, and Krosis, in case it matters - they appear. from there, i can find their refid with console . . . except it returns an insane value. FF00xxxx, which is apparently the index for dynamically created objects or something. moreover, that value fluctates a lot; it changes when i load different saves with the same load order, or even when i simply transition zones. finally, it doesnt work. PRID ff00xxxx targets the correct dragon priest, but recycleactor does nothing, unlike for the other three npcs.

 

those it works for are Rahgot, Morokei, and Hevnoraak. cant see what the real difference is between those for whom it works and those for whom it doesnt. all six are modified by the same addon - RebirthMonster.esp. some are the object of special quests, like Vokun and Hevnorakk, but one works and one doesnt. i tried resting for 30 days to reset the relevant cells, but that didnt change a thing.

 

this is the answer to my problem, im sure of it.
