Very slow download speed

What URL are you downloading from? - i didn't undrestand where i can take this URL

 

I tried downloading one of the sample files from Content Delivery Network (CDN), and the speed was slow as well

 

I also tried VPN via Browsec (chrome extension) and a couple of others extensions and the speed was still really low

 

Adblock turned on or off doesn't affect it aswell

 

Switching to another browser doesnt help

 

I use FMM so i download manually

 

It's like 6kb/s - 70 kb/s. It starts as 70 then drops to ~20 and it pretty much stays that way with occasional drops to ~6 kb/s

 

My internet speed via torrent is ~800 kb/s. Speedtest.com result: http://www.speedtest.net/result/7693196760

 

I asked a friend from my town who uses same internet provider and he doesnt have any problems

 

Please help, i was playing Fallout NW with a lot of mods but recently i reinstalled windows and formatted my hard drive. But i writted down all the mods i had so i can install them again and continue playing

 

But now i can't because download speed is very slow and pretty much all mods is larger than 20mb, so it will take me years to download them all with that kind of speed.
