LE Enchanted Hand to Hand

I was looking back through some oblivion mods to see what else has come out since I last played the game, and I ran into Enchanted Hand to Hand (http://oblivion.nexusmods.com/mods/35030). Basically, the ability to deliver touch spells as part of a punch attack. A pretty interesting way to play with hand to hand combat. I was wondering if it was possible to replicate this mod in Skyrim. I know that there's no touch-based destruction spells, but I figured you could just use the normal spells instead, still delivering them via punch. Would this be at all possible? There isn't a separate spell slot from weapon slot anymore, but I thought you could just make a separate version of the spell to be the punching version. I have absolutely 0 experience modding, though.
