New to modding

I'm new to modding so I'd like some help with load/install orders and compatibility. First, is it okay to use a mix or Nexus and Workshop mods without conflict?

http://skyrim.nexusmods.com/mods/7654 - Realistic Lighting

 

Now my questions are, would HQ snow interfere with anything that Realistic overhaul does? Would HQ snow be the reapplied texture in Better dynamic snow? I don't see how anything else would cause conflicts besides those considering they all have direct interaction with each other.

 

Also, is it true that Steam locks the game into 2GB or system memory? How could I unlock that?
