Mayor McDonough not giving his speech.

So Im on a heavily modded new playthrough, and I get to Diamond City and get to the part where the Mayor makes his speech to a small crowd near the Wall. Only he's not talking. He's just standing silently on the platform while the NPC's sit, and cannot be interacted with in any way, just giving the message that the character is busy. This has been going on for two in-game days. I don't care if I miss the speech but I would like the scripted event to end somehow, especially since later on in the game I'll need to talk to the Mayor so I can't have him permanently stuck on that platform for this whole playthrough. Is there any way I can force the sequence to stop/end? I've tried disabling and re-enabling McDonough in the console, but that didn't work. Any other ideas?

 

Hmm, looks like I've narrowed it down to Extended Diamond City Holidays. If I remove that script, and then go back to a save before I first enter Diamond City, the problem ceases. Unfortunately its not good enough to just disable the mod and continued from any save where the Mayor's already up there, so I had to go pretty far back.

Just curious , have you finished the side quest "Painting the Town" for Abbot? In my play throughs McDonough always starts his speech right after I finish that. Did you get the glitch where Piper won't talk to you for the interview?
