Can't lockpick at all

Loaded up new mods and lockpicking doesn't work AT ALL despite smashing the E button. I've verified the game files, mods are up to date and sorted, at least I think!? Unless I'm missing sth...

also tried loading a new game, that doesn't work! I'm using NMM, LOOT and TE5 for the mods
